Chrysler Repair: wont start, blown fuse, climate control

Question
I have a 99 300m that recently died in my driveway. I was backing up, stopped momentarily putting the the car in park and setting the parking brake. As soon as I set the brake, the engine died. When I tried to restart the car absolutely nothing happened. No warning cluster lights, no starter crank even the PRND doesn't illuminate. the only lights that illuminate  are the climate control panel illumination and this only happens in the run position. Otherwise the accessory position produces no power and of course the start position produces zero activity. Also in the run position the power windows work.
I removed and had the battery checked and load tested. It's good. I inspected every fuse and they were all good and also checked all the relays having anything to do with ignition system. Everything appears o.k.
Everything that operates with or without the key in the ignition such as headlights, doorlocks, trunk release, interior bodylights, etc. works just fine.
Any advice you may have will be appreciated. Thanks

Answer
Hi Robert,
Thanks for the very detailed and insightful analysis of what you have going on there. Before going any further, may I inquire whether you looked at the fuses in the power distribution center, a rectangular box located under the hood, near the battery? There are some major fuses in that  box, one or more of which supply the ignition switch and thus if one of those blows the current you need to operate all or some of the circuits powered by that switch will also go dead. I don't have the specific manual for the 300M but others of roughly that time period and because of Chrysler consistency in their electrical engineering color coding we may be able to figure out what is wrong. We'll need to measure voltages coming into the ignition switch to verify if indeed it is getting the current from the power distribution center or not, unless you find a blown fuse. If a fuse is blown though, we may need to test the circuit to see if it has a short.
