Answer
Hi Gary
The resistor block is mounted so that the plug is accessible from the cabin, while the resistors are actually in the outside air intake side of the cowl plenum. So that means it is very high up on the "firewall" on the passenger side of the car. You might be able to see the resistors if you look down inside the air intake below the windshield, on the passenger side. To get to the plug and the screws that hold the block in place you usually have to remove the glove box from the dash. The manual mentions removing the lower silencer panel from the dash before removing the glove box. Because I have an '89 LeBaron I can only tell you about what it says in the manual.
You say that there is no action from the blower except if you by-pass the switch, which makes me wonder if the problem is really with the resistor block or the control switch, because when the block burns out the motor sometimes runs, but only on high (although now I do see a resistor between the 12V supply and the H position on the block, so I guess if that first resistor in the chain went out then you would lose all speeds). I wonder if you might be able to just buy the necessary resistors at an electronic parts supply, rather than get a used one at a wrecking yard or buying a new one from the dealer.
Let me know if you get this corrected and if I haven't been correct in this advice.
