Classic/Antique Car Repair: Charging issue, starter solenoid, jumper wire

Tazz. My car is a 1970 RS Z-28 Camaro.  I have owned the car since 1973.  Recently restored, some by me, some outsourced. The problem is that the battery is not being charged.  The alternator checks good at 63 amps.  Replaced the voltage regulator. I have pinned the problem down to the tab on the voltage regulator reffered to as the "exciter wire".  This is suppose to have 12 volts, it does not.  Should this be constant voltage, or, as the started motor come on just to initiat the regulator.  If I jump this wire from the battery, the alternator starts charging the battery, and will continue even when I remove the jumper wire.  The 20 gage brn/w wire is conductive from the regulator to the point it plugs into the starter switch at the base of the steering column, however, I am not getting voltage from the conection at this point, with the key in any position.  Could this be an adjustment problem with the switch, or, do you think the switch is bad, or possibly a completely different issue.  This is a new switch that was replaced 10 years ago when I started the project.  I have never replace a starter switch with the column in the car, however, it looks like it could be very challenging.  Your thoughts?

I am a little unclear with your verbage, but I get the drift.

I believe this your requires your reg to be polarized. Was this done correctly when the new one was put in?

Are you sure the wire your traced does not route to the hot (run side) of the starter solenoid? Has this been rerouted?

If I am clear on your line up, this should fix it.
