Answer
OK, Bill, I need some more information:

What kind of fuel pump does your car have (mechanical pump operated off the camshaft, vacuum tank, or electrical aftermarket type pump)?

When you say gas runs right out, tell me where it is coming out of, please.  Is it draining from the flood relief tube from the bottom of the intake manifold, or is it coming out of the carburetor?  If it is coming out of the carburetor, is it coming out of the top of the float bowl, or is it draining from some other orifice?

Do you have a fuel pressure regulator, and have you measured the fuel pressure at the carburetor inlet fitting?

When the engine is running, does it belch black smoke, or does it seem to run OK?

With that information, maybe I can start making some guesses.
