Dodge Repair: Ignition cylinder will not turn, plymouth grand voyager, rubber mallet


Question
1999 Plymouth Grand Voyager; has factory security system.
How do you remove this lock cylinder if it will not turn?
I have done easy stuff like remove all covers in area.  Sprayed with brake cleaner; then WD-40.  Tried 3 different keys; 2 everyday keys and the valet key which has barely been used.
Tapped on key with rubber mallet.
Is there any security interlock I need to know about?  The 'Alarm Set' light on dash is steady now.  Normal operation is for it to blink for about 10 seconds after alarm is set.
If I remove ignition switch, will I have better view?  Need to go buy special Torx bits first.

LOCK KEY CYLINDER
REMOVAL
Disconnect negative cable from battery.
Remove steering column cover retaining screws Steering Column Cover
Remove screws holding steering column shrouds Steering Column Shroud Screws and remove lower shroud.
Place key cylinder in RUN position. Depress lock cylinder retaining tab and remove key cylinder Lock Cylinder Retaining Tab
INSTALLATION
Install key in lock cylinder. Turn key to run position (retaining tab on lock cylinder can be depressed)
The shaft at the end of the lock cylinder aligns with the socket in the end of the housing. To align the socket with the lock cylinder, ensure the socket is in the Run position Socket in Lock Cylinder Housing
Align the lock cylinder with the grooves in the housing. Slide the lock cylinder into the housing until the tab sticks through the opening in the housing.
Turn the key to the Off position. Remove the key.
Install lower steering column shroud.
Install steering column cover.
Connect negative cable to battery.
