Dodge Repair: When to replace timing belt, dodge neon, timing belt

I am wondering at what number of miles the timing belt should be replaced.  I bought the car with 35k on it.  It is a 2000 Dodge Neon, and now has 150k on it.  
I timing belt broke last week and I'm waiting for the shop to fix it.  
The problem is that I have been good to my car and had it in for a 90k check and 115k check and asked a local place to do EVERYTHING that was recommended to be done at this many miles.  It appears the timing belt was never replaced, and I'm wondering if this is something that should have been done during my 90k or 115k checks.  If so, the place never did it, and I'd like to get them to pay for the car repairs since my timing belt has now broken.

Replace the engine timing belt.
U wont get the place to pay for it  this falls under the cust responsibility to perform the required stuff and if a shop that is not run by Chrysler  i doubt would know the schedule that a belt would need to be changed. All the service schedule is in your owners manual.
