Hyundai Repair: 2000 tiburon lighting issue, blown fuse, fuse panel

suddenly my dash lights and left side parking lights stopped working.  I found a blown fuse and replaced it (it blew immediately after) then I checked the light bulbs and found a blown one on the left front side marker so I changed that and put a new fuse in again.  Then when I turned the lights back on smoke started rising from the engine fuse panel area and above the dash on the driver side.  I turned the switch off but the lights remained on.  Now there is no more smoke and my dash lights seem to work properly but the parking lights on the left side of the car remain on even with the car completely shut down, I tested the terminal for the fuse that had blown and on one side of it, power is being sent when the the car is off (so temporarily I am removing the positive battery lead whenever I park it.

What could the problem possibly be?

I'm guessing the fuse you installed immediately prior to the smoking was significantly more than 10A (the proper rating for this circuit).  The original problem was that there was a short somewhere in the circuit.  What's happened now is that so much current has gone through the wiring that you've burned the insulation from the wiring, probably also causing it to burn the shorting point or move away from it.

The good news is that you can probably follow the melted wiring from the fuse box into the vehicle to wherever the short was occurring.  The bad news is that you probably have a large amount of wiring mess to be repaired, and you may disassemble a large portion of the vehicle following and repairing the wiring.  The reason for your parking lamps staying in is probably that the wire for the parking lamps has now melted together with another wire which supplies power at all times.
