Land Rover Repair: Motor Turns over but no start 1997 Disco, seattle wa usa, rear fender

I seem to keep having this problem.  First i noticed washing my car at a pay and spray and after washing the car, it wouldnt start.  also when you turn the key to the start position, there is a 4-5 second delay before the engine turns over.  I thought the problem was due to a leaky gasket on the engine hood, and water getting onto the startin coil.  so i fixed the gasket and wash my car completely by hand.

Well it came back after a long hard rain here.  So i need to really fix this.  I usually have a habit of turning the key to the "on" position and listening to the fuel pump, and then start the car after it has primed the engine.  I do not hear it whining as it usually does.  Not to loud, but you can hear it one.  I checked the fuel valve to see if there was any fuel, and it was bone dry.  So , I can safely say, I think my fuel pump isnt pushing fuel to my motor.  I unplugged and replugged the wiring harness under the driverside-rear fender.  Still no go.  Checked all fuses.  Even replaced the fuel pump fuse under the hood.  I am out of ideas and reading on the internet, and nothing.  Any help would be greatly appreciated.

We're just shooting in the dark here . . . go to www.rangerovers.net and find a shop with an Autologic system near you.  Take the truck there if you feel they have the skills to tackle this problem.

You need to be able to look at the engine readings when the no-start is occuring to see what's going on.
