Lexus Repair: dash lights, lexus ls 400, toyota service

Question
Dash lights don't turn on when it's cold outside.  Once the car warms up they usually turn on.  But sometimes even after they turn on they turn off again or flicker.  The dealership said I need a new circuit board, which costs too much considering how much money I have already put into the car. My car is a 94 Lexus LS 400.  Any info much appreciated. Thanks.

  The solder joints in the cluster is going out.  We do perform this service. The cost is $400 and it would take 1 day to repair.
