Mitsubishi Repair: 95 Mitsubshi Eclipse, mitsubishi eclipse, fuel system

I have a 95 mitsubishi eclipse 2.0 non turbo manual vehicle. I was wondering as to why my car will not allow me to go over 3700 RPMs in any gear or neutral. Could it be the IAC motor? The engine also stalls if during first start up the A/C is on or if the engine is reved up high.

I don't think a bad IAC motor would cause your low revving problem.  It sounds like either your engine is not timed properly or not all of its cylinders are firing.  You will want a mechanic to check the timing, ignition system, fuel system, and intake system to find out where the problem is.
