service manual i have shows valve clearence to be .001 inch .003 mm seams a little tight to me . is that correct or is it hot setting ?

Jim, the clearance figure is correct, set cold. The torsion bars don't vary much during heat/cold cycles, so minimum clearances are all that is required to keep an oil film on the lobes.

Make sure that you have had the oil pump inspected for the factory mod, as well as change out both engine side covers (clutch and dyno) which will deteriorate and flake pieces of gasket material into the pump and passages, shutting down the oil flow to the top end.
