Motorcycle Repair: battery draining/something sounds like its continually cycling..., blue interior, fuel pump

My son has a 2007 Nightster 1200. Recently he went to start the bike and the battery was dead. (New battery within the last three months and just had it serviced- all was fine) I recharged the battery and everything was fine until today he noticed-when starting it, the battery sounded weak and he noticed a sound, almost like the fuel pump sound, but shorter and not as distinctive, coming from behind the air filter cover when the bike was off. It continually made the noise, kinda like a zzzzz and shut off but kept doing it every five or ten seconds. I took some fuses out to see if it was related to the ignition or fuel pump-negative there. Then I  detached a plug right on top and behind the air filter cover. It looked like a fourpronged type plug to some kind of modual/two screws holding it on, with  blue interior and it stopped.I plugged it back in, it started to make the noise again but only a couple of times and stopped. What do you think this could be? I can't figure it out. Sorry for the long essay....If you need a picture I can try to take one and forward it if you'd like.

That is, from your description, the idle speed control actuator. It sounds like there is a short in either it or the wiring. You would have to remove the tank and start looking at the wiring for any shorts and if you dont find any then you need to replace the actuator
