Motorcycle Repair: leaking fuel, fuel needle, reputable shop

We recently purchased a 1999 Honda VT600CD for my wife to learn to ride.  It is running fine, but suddenly now fuel is pour out from under the air intake cover.  If I keep the engine rpm high, it does not run out, but as soon as I let the rpm drop, it starts pouring out again.  If this a carb issue?  If so, how I get to the carb to remove it?

This is definitely a carb issue. It sounds like the fuel needle and seat in the carb are stuck. I don't know the specifics on this particular model on how to remove the carb. I would suggest purchasing a quality repair manual or taking it to a reputable shop to have the repair performed. Thanks.
