Motorcycle Repair: HD Road King 1997 Fuel injected throttle sticks, throttle cables, homer ak

12th in Hoka Hey road rally. In Homer, AK now. Coming off Denali range, throttle would not go back to idle. low rpm 3,000. There is a valve looking thing above throttle bodies that appears to be sticking open. If I push it back, goes back to normal idle. does not stay. just sprayed much carb cleaner and WD-40.

It may not be a throttle problem.  Are the throttle cables routed correctly?  Also check that the cables have no corrosion or kinks.  I'd replace the cables first and then check functionality.  Make sure that the grip moves easily without cables too.
