Motorcycle Repair: wobble in handle bars, loose bolts, gpx 250

I ride a GPX 250.  I am getting a low intensity wobble in my handlebars.  It is not really noticeable till you take one hand off the bars and then you can see/feel the bars wobble slightly.  If you take both hands off the bars, then it is really noticeable, especially when slowing from around 60 kph. I have checked over the front end for any obvious loose bolts etc but can't see any problem.  thought maybe a wheel balance issue. Any ideas?

Hi Peter,
This is common for bikes which have windshields or fairings mounted to the forks, in another case, theres a good chance your steering head bearing outer race has a groove worn in it which will also cause the same effect...
