Motorcycle Repair: Top end problem - S&S carb, vance and hines pipes, harley service

QUESTION: I have a 98 FLSTC with a good midrange cam, performance ignition, S&S E carb, vance and hines pipes with power chamber, power baffles.  My problem is that my top end is only around 85 -87 mph on a flat straight road on a good day with nor widscreen and no bags.I'm not in the habit of driving that fast but hey, you pay the money so you expect it to be there. It seems to me I came into this problem after I had the carb and the pipes installed at a Harley service shop.  I suspect it is the jetting in the carb.  Any suggestions?

ANSWER: When you hit that speed what does the bike do? Is the throttle all the way open?

QUESTION: The throttle is opened all the way at this speed. The bike seems to run fine though.  I don't have a Tach so I can't tell you the RPM's. I did notice that if you wind the bike out I will get a "pop" or slight backfire sometimes at high RPM just before I shift to the next gear.Also , if I am cruising along and I quicky crack the throttle , there is a moment of hesitation, like the carb is not getting the gas right away.  I also don't think I am getting as good gas milage as I should.  I have owned the bike since new and take good care of it.  Since I installed the S&S carb and the pipes, I get about 20 miles less per tank - seems like a lot of loss for this upgrade.
I have owned the bike from new and have always taken good care of it.  This is a rather disappointing situation.

Answer
I think I would start by check the jetting in the carb. If youa re getting hesitation when you crack the throttle then the pumper is not open far enough.
As to the top end, you might be hitting the rev limiter on the ignition
