Motorcycle Repair: Fouling plug, kawasaki shop, shively

I have a 2000 Kawasaki Vulcun 800cc. The spark plug keeps fouling out. It will start after I change the plug but after a while it starts to sound like it is just running on one cylinder.I took it to a Kawasaki shop and paid 400 dollars to have it fixed but it is still doing it.

A:  This describes the problem a bit. Can you go into more detail? Tell me about the the following:

1. History of repairs, maintenance, and modifications/parts.
2. Was the Vulcan stored any periods of time? If so, when and how long? Gasoline stabilizer used?
3. Describe the appearance of the spark plugs when fouled.
4. What did the shop do recently?
5. Anything elese you can think of is helpful.
6. Do you have the service manual?
7. Does the engine run with choke, but stalls when choke is off?
