Motorcycle Repair: sputtering, honda magna, filling station

was riding and then ran out of gas when got to filling station put in new gas and then it started spitting and sputtering cuold barely make it up hill loss of power only 12550 miles could it be fuel filter or carbs messed up?thanks

A:  Yes, it may be. It may be the fuel pump oir other problems, too.
