Motorcycle Repair: honda cbr 600 F3 1998, honda cbr 600, edition bike

I have a honda cbr 600 F3 1998 (Smokin' Joe Edition) bike that I am trying to restore.  I can get it to run off of starter fluid, but I'm having a hard time getting fuel to it.  I changed and cleaned out the gas tank, replaced spark plugs.  Do you have any suggestions?

There's many posibilities and little information provided for diagnosis.

I suspect the petcock to be a place to begin.
