Motorcycle Repair: Charging Problem?, infinite resistance, battery cables

First off I appreciate your help and expertise.

I own an 87 Softail FXST.

I am having a charging issue with my motocycle. I have a new regulator, new battery cables, new 30 amp ciruit breaker and a new battery.

My battery reads around 12.5 volts with the bike off. I turn the bike on and I get about 12.6volts. I rev the bike and I hit 12.75 volts.

The bike starts fines. A little weak at times but does fire up.

I checked the stator plug with my meter set to AC and I get 25volts during idle and 40-60 when turning the throttle. I used a dummy regulator plug into the stator and I still get the same results. The stator is testing fine. No grounds.I checked across the 2 pins and I have infinite resistance.

My regulator is brand new. I even tested the same results using my old one.

I also installed a new 30amp breaker under the seat. The wiring seems correct. The regulator terminated to the silver side along with another wire and the copper has one wire to it. What are those other two wires for? Maybe I have them backwards? I dunno and how would I know?

You should be getting over 13 volts at the battery when you rev up the motor. Start by checking the ground cable at the battery as well as at the ground point. Also check your battery. If you have a dry cell or a weak battery it will not show a good charge.
If you are still having problems, and you know the battery and regulator is good, then the only thing it can be is the stator.
Your wires are correct at the breaker.
