Nissan Repair: cowl vent, nissan altima, wiper arms

I am trying to remove the cowl on my 1996 Nissan Altima and i cant figure out how when i try and turn the wipers on only one goes we know its under the cowl because we removed the whipper and turned the bolt it is mounted on and heard a scraping sound under the cowl and it is the one on the driver side of the car

The arm has indeed come off under the cowl.  First, the wiper arms have to come off.  Remove the covers on both arms and there is a ten millimeter nut that holds each arm on.  Next, the clips at the front of the cowl, under the hood, have to come off.  The clip at the venter and there should be one on each side.  The cowl lifts forward and up to clear the windshield.
