Is adjusting the emergency brake a repair that can be handled by a novice mechanic? Are there any special tools or hints that you can offer.
Is it best to do additional brake work at the same time?

You should probably check the brakes to make sure they are not worn out. If they are ok, you need to adjust the rear brakes before you adjust the parking brake. After the rear brakes are adjusted properly, pull the parking brake handle or push the pedal 3 clicks. Then you can adjust the parking brake cables until the rear wheels just start to lock.
