RV Repair: Dash, taillights, double switch, running lights

2000 condor class A.  runninglights and dashlights not operational.  i checked the double switch for the light and is working fine,  fuses appear to be fine. I checked the wires for the headlights are fine with 14v,  but im not getting voltage to the side of the switch for the running lights,  is it a gnd connection for a relay?

It is tough to say what the OEMs' are doing in every instance. Chances are if you have power to the switch and nothing coming out the switch is bad. But they run things through relays and it would be best to get a wiring diagram before trying to do any repairs.
