Saturn Repair: 1997 Saturn Overheating, coolant hoses, temp gauge

I have a 1997 Saturn, here, with a 1.9 liter.  The cooling system boiled over, while the temp gauge read less than half, so I changed the thermostat and temp sensor.  Same thing, the temp gauge reads less than half but the coolant hoses are really hot, and the gauge doesn't rise any higher.  The fan doesn't come on.  The fan works, because I hooked up a scan tool, and was able to activate the fan.  It just won't come on by itself.  Also, I disconnected the temp sensor connector, and the gauge goes up to half, even if I jump the connector, it goes to half.  I plug it back in and it goes back down a bit.  Any ideas?

Have you taken your water pump off and checked the fins.......it's possible that it just might not be moving the coolant around like it should...it's a stab in the dark I know but without having the car right here I am limited.........take a look and let me know what you find.
