My engine won't start.  I sprayed carburetor cleaner through air filter inlet or sprayed cleaner through the spark plug hole.  When I started the engine, fluid sprayed out of carburetor.  My neighbor helped me to check compression on the exhaust side and confirmed that it had pretty compression.  We also checked the inline fuel filter and confirmed the flow.  We checked the spark plug and confirmed there was plenty of sparks when it is out. He suspected that the intake valve may stuck.

I took the valve cover off today (8/12/12) and cranked the engine up with sparkplug out of the hole.  It appeared that both valves were pushed and closed.  I noticed that the oil spilled out at bottom valve.

What should I do?  What would be the problem?

Sounds like your carburetor float is staying closed it is either stuck to the needle seat or something is plugging it up. The best way is to remove carburetor and completely clean/rebuild with new parts.What happens is the carburetor is starved for fuel and none is getting to the cylinder.
