Small Engines (Lawn Mowers, etc.): B&S turns over but wont start., gas mixture, spark tester

Had my son put in oil/gas mixture in my Sears lawn mower that has an 18 hp engine. Replaced Armature-Magneto and could see a spark when turning it over.  Removed the fuel solenoid and replaced it with a plug to see if that was the problem. Checked all the wiring and all good.  Fuel is getting to the bowl.  When I crank the engine it just will not kick over.  Pulled the spark plug and it doesn't seem like it is getting fuel.  I sprayed starting fluid in the carburetor and spark plug hole.  It still will not start.  Can it be electrical? What else can I check?  Any suggestions as to what it can be?

How did you check the spark?  If you use a spark tester with .166 inch of a gap, most are pre-set, then the igntion is fine.  If you just used the spark plug by grounding to the engine block and see spark then the ignition is probably alright.

What concerns me is that you see spark, replaced the igntion module, but when it does not start on starting fluid then there is a serious problem (maybe).

Does the engine have compression?
