Small Engines (Lawn Mowers, etc.): Troybilt Weed Eater, string head, weed eater

Question
I had to replace the throttle cable on my weed eater. When i put it back together, the head will not spin. what should i look at.  any suggestion will help.

Is the inner shaft fully seated? I usually put the inner shaft in the engine clutch first and then intall the outer shaft in the engine.  When I slide the outer shaft in I make sure and spin the string head to make sure it is fully seated.
