Small Engines (Lawn Mowers, etc.): cub cadet riding lawnmower wont turn over, cub cadet, cranks

Question
I have a cub cadet lt1045 riding lawnmower.  I was out of town last year on a job and did not winterize the lawnmower.  I have since changed out the battery and drained the stale fuel and added fresh fuel. the mower will crank but won't turn over.

DO YOU MEAN  CRANKS BUT WONT START

OR WILL IT NOT CRANK OVER AS IF ITS COMMING UP AGAINST TOO MUCH COMPRESSION

IS THE CYLINDER GETTING FUEL

IS THE PLUG SPARKING

IS THERE FUEL AT THE CARB BOWL  


CAN YOU SUPPLY ME MORE INFO
AND ALSO  MODEL AND TYPE OF ENGINE  IE BRIGGS , KOHLER
