Small Engines (Lawn Mowers, etc.): Huskee Lawn mower wont start, lawn tractors, broken wires

Huskee model #13AR608P731 - twin cylinder OHV - 25 HP. Mower turns over very slowly and then solenoid just starts clicking. When key is first turn to on, it shows 12 volts, but then when I actually start turning the engine over, it drops to 9 volts. I've replaced the solenoid twice already and bought a new battery. Is there any way to test the starter while it's on the mower?

The basic checks are :

Battery defective or not charged, (yes I would check the new battery to make sure it is not a part of the problem,

Corroded or loose terminals and connections, or wrong connections.

Cracked insulation or broken wires.

A wire grounding out in the system.

Defective switch.

Operator presence system functioning as per the specifications.
** All Lawn Tractors built after 1987 have an Operator Presence System built-in.  If the tractor is cutting out or will not start this should be trouble shot.
