Small Engines (Lawn Mowers, etc.): charging system, case tractor, tractor mower

I have a case tractor mower with a 16hp Onan engine. The charging system stopped working last summer, I have to charge the battery every few mowings. How would I go about testing the various parts to determine the problem.

Under the flywheel would be the alternator, and it likely has 2 leads
coming off that, and those readings should be checked with a meter
that reads ac voltage, and with the engine running, the leads should
read over 28 volts ac.
The box that those leads are going into, would be the regulator, and
that output voltage "dc" should be over 13 with the engine running.

Check it and let me know...
