Small Engines (Lawn Mowers, etc.): troy bilt horse tiller, mint shape, pb blaster

I just picked up a troy bilt horse tiller, 8hpKohler rear tine,model# 12071 serial# 1207110204325.  I'm not sure how old it is but it's in near mint shape, but has been sitting in a shed for 5 years or so.  The PTO drive is stuck, looks like the engine mounting pins/bar that slide are rusted.  What would be the best way to free them? Also, the tiller has no spark.  It also has electric start and doesn't even turn over with a new battery.  Almost like there is an ignition fail safe or kill switch.  Some of the briggs motors have a kill switch but my kohler doesnt.  I pulled the front cover and removed the white ground wire from the coil and then got it to spark.  Is this  a ground issue?  If so what now?  I'm not sure how to troubleshoot a ground problem.  I believe the pto handle is stuck in nuetral.  I'm stuck.  Thanks in advance

Soak the pins with PB BLaster, Kryol or Zep Orange pentrating fluid.  DO NOT get penatrating fluid on the drive disc or belts.

Let sit for a few minutes and then use a small hammer and gently tap on the out pin housing.  You are just trying to get the oil to work into the housing by vibrating the pin housing.  This make take several days.

As for the spark, is the key switch in the off position?  Is the throttle cable in the off position?  Follow the throttle cable down to the engine mounting location and make sure the cable is moving the throttle plate away from the shut-off switch.

Will the engine spin if you pull the string?  Did you clean the battery cables ends and battery posts with a wirebrush before you connected the battery?  Is the battery connected correctly?  The positive terminal should be connected to the starting solenoid?

Have you cleaned the carburetor?
