Small Engines (Lawn Mowers, etc.): riding lawn mower electrical problem, hurricane katrina, ac volts


Question
I have a John Deere riding lawn mower. It has a 25 hp Kholer engine. My problem is that when I engage the PTO the yellow light comes on that indicates the engine is not charging. I also have to hook up a battery charger to charge the battery about once per month. Just a little background that may help you with my question. My mower went under 12 feet of salt water from Hurricane Katrina. I replaced the battery, starter and regulator. I used a volt meter to check the voltage while the engine is running and I get a -12 volts. Can you help with me issue? Also, thanks for help with removing my PTO.
