Question
The starter rope on my mower pulls and retracts OK but dosen't engage the engine for starting.

Answer
The starter "pawls" are not engaging the flywheel.  This may be just due to dirt. You can remove the recoil and pull the rope you will see what i mean.  If they are sticking, simply clean them with a product like BRAKE KLEEN.  

Very simple fix.

If they are broken you will need to replace the broken parts or the recoil assembly.

Still pretty easy to do.
