Small Engines (Lawn Mowers, etc.): cant get carb to work right, chinese engines, adjustment screw

QUESTION:
HI i have a honda wanna-be engine and i took out the adjustment screw without measuring the amount of turns it took to turn in closed before I removed the adjustment screw. I was wondering if you could tell me the rough adjustment for the screw it is in the back of the carb close to the cylinder.
If this helps the number I found on the side of the block  is:CHAMPION serial # 060265 00887 and UPC # 8 96682 46565 3

ANSWER: 1 1/2 turns.  This is just a pilot screw, it only adjust the throttle butterfly.   Champion Engine...Yellow with Black recoil correct?

QUESTION: sorry sent you another question and should have done it this way.
I tryed the adjustment and cleaned the carb, and tryed starting it without the air filter. The engine will barely start - it will fire a couple of times on full choke and then stall, when you try to start it again it will backfire out the exhaust. When I removed the spark plug it was wet. Any suggestions appreciated.
P.S. do you know where you can buy parts for these engines?

Please tell me what Horsepower this engine is.  Get me a compression reading on the engine.  The Chinese engines in the 9-13 hp range had a bad camshaft and i believe you may have this problem.  You should be getting a minimum of 35psi.  This is a minimum...ideally you would need to have 40-45psi.  (this is because of the compression release on the camshaft)
