Small Engines (Lawn Mowers, etc.): Garden tiller tines not turning, tiller tines, garden tiller

Lazyboy 5 garden tiller mod 12038
5 hp briggs engine with 2 output shafts 2 pulleys on engine dual pulley on chain drive end Tines will not  engage how  to diagnose repair ? Is there a clutch somewhere to replace ?
also has control on right handgrip that says foreward , causes a small bar to move near idler and a knob on left which tightens outside belt (goes to high speed (not gear reduction shaft ) shaft

>>If this is a Chain Drive Tiller, then either the Chain has Broken or the Roll Pin/s for the Tine Shafts have Sheared.
