Hi David thank you for the info on taking apart and cleaning the carb now it will run with choke off but now the governor keeps searching any ideas.

The erratic engine running you are speaking of is called hunting and surging.  We need to figure out if its a carb problem or a gov problem.

to isolate this problem, while the engine is searching, hold the rod from the carb to the Gov arm control on the engine.  If the "searching" you refer to goes away its a Gov problem not a carb problem.

If its a carb problem, REPLACE the carb.  If its a gov problem, the first thing i recommend is shortening the fine regulating spring.  That is the spring that is on the outside of the link.
