Small Engines (Lawn Mowers, etc.): Briggs & Stratton 16HP OHV popping thru carb??, briggs stratton, steering wheel puller

Picked up a used Wheel Horse 246-H tractor the other night from a friend. Drove it on an off the truck that night and it seemed to run fine. Next day was a whole different story. Did not want to start. Seemed as if battery was dead. Eventually go it going with short shot of starter fluid at the filter. Was popping quite loudly from the carb and spitting what seemed to be gas from the carb and eventually saturated the filter a bit causing it to run even poorer. Bog with any attempt to drive. I accidentally used some gas that had boat oil in it initially, but drained it and put some clean fuel, cleaned the plugs which were covered with dry carbon build up. It ran better with the clean fuel and plugs but still popped from the carb and spit light oily fuel out the filter box. Do I have a bad intake valve?
I seemed to run fine the night before. Hope its just a dirty carb problem. Any insights before I start tearing it apart?? It is a Briggs & Stratton 16HP OHV Twin, Model# 303777, Type 0412-01, Code: 91091111. The popping was often and somewhat random and not necessarily in rapid sucession. Don't think the pre-mix boat gas helped much. Any suggestions would be greatly appreciated.

Remove the Flywheel Nut or Starter Cup (Depends on the Model). Now Attach a Steering Wheel Puller to the Flywheel Using the Threaded Holes in the Flywheel. Tighten the Puller. Now Hit the Puller with a Hammer. Repeat this Procedure Until the Flywheel Pops Up or can be Lifted Off the Crankshaft. On Some Models you Can Not Use a Puller and and the Jaws of a Standard Puller will Not Fit. On these Type Engines you can Use a Pry Bar and a Pipe Cap that is Slightly Larger than the Crankshaft. Place the Pipe Cap Over the Crankshaft to Protect it. Place the Pry Bar Under the Thick Section of the Flywheel and Pull Up Against the Flywheel. **BE CAREFUL  DO NOT PUT A HOLE IN THE BLOCK UNDER THE FLYWHEEL** Now Hit the Pipe Cap that is on the Crankshaft (covered with the Pipe Cap). Repeat the Procedure Until the Flywheel can be Lifted Off the Crankshaft. *** Be Sure you have the Flywheel Torqued to the Proper Torque (I require the Model and Spec/Type Numbers Off the Engine to Provide the Proper Torque) and Set the Coil Gap to .020in..
