Small Engines (Lawn Mowers, etc.): Yardman throttle adjustment, walbro carb, briggs stratton

I have a Yardman with a Briggs Stratton, 28V707, type 1170E1 with a Walbro carb. I replace the float valve and reassembled. Now the engine runs at max throttle. I can not reduce the RPMs. After assembly I have a small felt like washer, 1/4 inch dia and 1/8 thick . Not sure where it went. I believe it was on the connecting bolts.

   Any idea on why the speed can not be controlled? Run/starts well except for speed control.
   Sent this question a week or so ago but got no answer.

I think  it's the gasket for the float bowl bolt. Did you remove the idle screw (one with the spring around it) during disassembly? When removing this screw you need to always screw it all the way in till it just gently seats, counting the turns as you do, so upon reassembly you put it back in the same position. If you didn't do it this way try it at about one turn out from seated. Did you put the governor linkage in the same holes?......Tom
