Small Engines (Lawn Mowers, etc.): Srarting problem, little knowledge, carburetor

model 121682 type 0241E1 will not start with air filter on
air filter is new. I remove filter mower start up.

Was this a problem with the old filter too? Any chance you maybe washed the mower and the filter is wet? or was it lifted and tilted and the filter is oil soaked? If not then the mower is running rich (too much fuel). Is the choke plate fully open? If so you maybe in need of a carburetor rebuild. 398188 is the Briggs part number for the correct needle and seat for that model carb. With a little knowledge this is one of the easier carbs to rebuild. Go to http://www.briggsandstratton.com/ put in your model number under parts look-up, and you can see under carburetor a full detailed diagram of the carb. If you need further help please let me know.
