Small Engines (Lawn Mowers, etc.): Honda HRT216TDA wont roll backwards, drive wheels, arinet

QUESTION: I am wondering if someone can tell me why my mower won't roll backwards.  I bought the mower used and it had a busted gear change cable which I replaced.  However I noticed that it wouldn't roll backwards.  Any ideas would be greatly appreciated.

Check, Clean and Lubricate the Drive Wheel Ratchet Assemblies. You can Use the Breakdown at the Site Addy Provided as a Guide to Disassembly and Reassemble the Drive Wheels. You can View a Breakdown/IPL of the Mower/Engine at this Site Addy, http://hayward.arinet.com/scripts/EmpartISAPI.dll?MF&app=ASP&lang=EN&TF=Mainfram and Select the Catalog American Honda. QUESTION: I took the wheels off and the ratchet mechanism seems to be free, and clean.  However still won't roll backwards.  I had one person tell me that this was normal, since it's rear wheel drive, but I have a hard time believing that.  Any other suggestions would be greatly appreciated.

Make Sure the Drive Engagement Cable is Not too Tight and Not Releasing Properly. The Wheels are Supposed to Move Freely when Pulled Backwards. Usually the Ratchet Assemblies or the Cable Adjustment are the Common Causes for this Problem. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance.
