Small Engines (Lawn Mowers, etc.): small engine HP numbers, hp ratings, cam timing

Question
I notice that many small engines have the same displacement, but different HP ratings,  My question is how do mfg do that?  Does the cam timing change, or the govenor change?  How do they make three engines with exactly the same displacement and the hp is different?

Thanks

Answer
Hello Joe:

This is Done with the Piston, Connecting Rod and Cam. Depending on the Model Engine, The Piston is Smaller/Larger in Diameter, the Connecting Rod is Shorter/Longer and on Some Models the Cam Timing is Different. If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Thanks.
