Small Engines (Lawn Mowers, etc.): Removing a wheel, hub cap, penetrating oil


Question
Have a White rider , LT1500 which has two flats.  I took off the hub cap and unscrewed the bolt, removed the washer,but the back wheel will still not come off.

What is holding it on?

Rust...they should slide off but often there is rust/debris from years of not being removed that causes the rim to seize to the axle.

Soak with PB Blaster or another good penetrating oil.  WD-40 is not a penetrating oil.

Often we will jack the mower to tilt it to one side so the oil will soak into the rim/axle.

If the screw is removed they should, in theory, slide right off.
