Small Engines (Lawn Mowers, etc.): mower engine races, briggs stratton, throttle cable

I have a MDT 12.5hp Briggs Stratton #289707-0121.  While mowing the engine suddenly began to race.  Even when the throttle is reduced, it keeps racing like on full throttle.  When I push the throttle on full, it slows & runs rough (I think I am flooding it then).  I read a comment about adjusting the interior governor clockwise & counterclockwise but that didn't work.  I noticed a comment about a governor gear seizing.  How do I find that gear?  Or could my problem be in one of the needles or float in the carburetor?  Thank you.

Have you checked the throttle cable to make sure it hasn't become loose? That would be a first place to check.You may also have a carburetor problem,I would check the governor last,you can see if the springs all working and not binding on anything.
