I washed out underside of lawnmower and since then it will not start the pullstart wants to pullback like a kick back on a motorcycle i checked for spark filled tank with fresh gas regapped plug drained carb i'm at a loss? Thank You Davethis mower will usally start on first pull

Have you checked to see if the blade spins freely? Take the spark plug out and try to spin the blade,if you washed this and let it sit the bearings may be stuck,try to lubricate the shaft.Als if you tipped this over oil will spill into the carb.
