Small Engines (Lawn Mowers, etc.): B ans S Idle Problem, briggs and stratton, throttle linkage

Question
I have a Briggs and Stratton 10 HP one cylinder engine on a riding mower. The idle seems to be off. There is a rod that opens the first visible throttle plate (when air filter is off). Nothing is attached to the rod. As I start the engine, I have to hold that rod in a certain position in order for it to start, and it runs rough and too hot. Should there be a spring that moves the rod as the main throttle linkage moves.

What you are referring to is the choke, when the engine is cold you sometimes have to use the choke. What it does is help suck fuel into the carburetor from the bowl or tank. There should be a choke cable hooked up to it. Look to see if you have a choke handle on the dash.
