Small Engines (Lawn Mowers, etc.): Toro Motor Question, crankcase breather, tecumseh engine

It does kick back when I try to start it.  A friend took off the air filter, we tested that it is getting fuel, spark, and the valves are working correctly.  I have not taken off the head yet but was wondering why this is happening when it appears that it should work.  We also checked the floats by the air filter to make sure they were working.

It has been running this summer and my friend changed the blade/tipped it on it's side/maybe over.  

When we pull on the cord to start the mower, it kicks back on us.  When we take out the spark plug, it pulls through normally (obviously not starting though).  Put the plug back in and it does the same thing.

Is there something that just needs to be adjusted?  I noticed another thread about the fly wheel pin or something.  How do I possibly fix or replace that?  I have the manual and part list so any help would be greatly appreciated.

Hello JR:

Make Sure the Blade is Tight. The Blade Acts as a Counter Balance for the Engine. Check the Crankcase and Make Sure Gas Did Not Get Into  the Crankcase while the Engine was Tilted. Remove the Crankcase Breather and Clean. Since this is a Tecumseh Engine, I have 2 PDF Site Addys that May Assist you Also.
