Small Engines (Lawn Mowers, etc.): Governor, kohler command, throttle shaft

Kohler Command 16 running wide open.  Have adjusted
governor but it didn't help.

If you have Adjusted the Governor Correctly, then Remove the Carburetor and Inspect the Throttle Valve. Is it Attached to the Throttle Shaft and Moving Correctly when you Move the Throttle Thru Shaft? If the Throttle Valve is Intact and Working Correctly, then the Internal Governor has Broken and Requires Replacing. Send me the Model Numbers Off the Engine, Please.
