Small Engines (Lawn Mowers, etc.): Non-starting Wolseley Merry Tiller Titan, merry tiller, table spoons

I have acquired the above and it just will not start. I have followed previous advice about thoroughly stripping and cleaning the carburetor and checking spark and all is OK. I have also filled the tank with fuel to the brim and still no response. I cannot seem to achieve the slightest of ignition. I accept it is old but it has worked in recent years as it was owned by my neighbour.Are there any tried and tested cures or simple hints that you can give me.

 Hello Chris:

 What is the Compression? Remove the Spark Plug and Pour a Small Amount of Motor Oil (2 table spoons) Into the Cylinder and then try to Start the Engine. If the Rings are Bad the Engine will Either Try to Start or Start and Quit(it will smoke due to the oil added to the cylinder). Send me the Make and Model Numbers Off of the Engine, Please.
