Answer
 Hello Robert:

Did you Soak the Carburetor Overnight in Carburetor Cleaner? If Not, then Disassemble the Carburetor and Soak it Overnight. Cleaning a Small Engine Carburetor is Not Effective if the Carburetor Hasn't been Soaked Properly. The Gas Forms a Varnish and this Varnish Restricts the Gas Flow in the Molded Passages Inside the Carburetor Body that you Can't Clean Manually and Soaking is the Only Recourse. Send me the Make and Model Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. Let me know what Happens, Please. Thanks.

 Good Luck

 Respectfully

 John
