Small Engines (Lawn Mowers, etc.): Tecumsech 10HP constant surges, carburetor adjustment, coleman powermate

Have a 10HP Tecumsech Coleman Powermate, engine model HM100 159402 (B), family WTPXS.3582BA, that constantly surges no matter what. Does not matter whether there is a load or not. Already checked oil level, spark plug, & replaced fuel. Any ideas??? Thanks in advance

 Usually the Cause of this Problem is the Carburetor Needs Cleaning and Rebuilding if there are No Air Mixture Screws for Fine Carburetor Adjustment. Is the Gas Free Flowing to the Carburetor Inlet Port? Has the Governor Control Arm been Loosened or Removed and Replaced from the Governor Shaft? If it has then the Governor May be Out of Adjustment.
